Generally speaking, she can be seen wearing her stylish double breasted red trench coat with wide brim hat, black zipped body suit and boots, although she does have other attire.

From her oldest memories, Carmen Sandiego was known as Black Sheep, and was seemingly the adopted daughter of Coach Brunt - a faculty member of VILE Academy. Even before she was recruited to the academy, her curiosity and tenacity earned her a reputation around the school and it's faculty. With the school having a strict 'no outside contact' rule (to the point of being established on an island), Carmen was forced to confine her curiosity about the world to books and information she could access at the Academy. Her curiosity was sated one day when fate placed her in contact via a stolen cell phone - a White Hat Hacker going by the alias 'Player' was attempting to report a breach in the security system he'd found, unaware of the schools nature. The two chatted, and Carmen was inspired to see the world. She enlisted in the Academy with four faculty voting in favor - the only one opposed being 'Shadowsan' who taught martial combat among other subjects.
Carmen was consistently the top of her class at school, respected by the faculty and most of her peers. She strove to prove she belonged at the school on her own merit and not simply her mothers position, and to prove Shadowsan wrong for trying to deny her. Unfortunately, Carmen was unable to complete her last exam - to pickpocket money from the faculty Ninja known as 'Shadow-San'. Intent on proving herself anyway, Carmen snuck out on the first operation of the graduating class, where she saw the true destiny of the graduates. Arriving at an archaeological dig site in Morocco, the team attempted to steal a recently recovered artifact known as the Eye of Vishnu when the elderly dig site manager spotted them. They were prepared to kill him when Carmen intervened to save his life. This earned her rebuke back at the academy, where she would be kept under strict observation and isolation until Carmen demonstrated she could be a loyal thief for the organization.
Instead, realizing the great harm VILE was willing to do, Carmen bided her time for an opportunity to escape, and intended to put a stop to the thievery of the organization. To escape, she waited until one of the few days when an outsider - Cookie Booker the Accountant, would arrive on site. Carmen stole a hard drive containing her list of prospective financially viable missions, and escaped by impersonating her in her signature scarlet trenchcoat and hat. Once she'd made her way from the island, Carmen reached out to Player and made an agreement to work together to stop VILE.
When he asked her what he should call her, she found herself staring inside the stolen hat realizing 'Black Sheep' wasn't a name she could use. The hat and coat were part of a designer set, made by the defunct company 'Carmen Brand Outerwear' located in San Diego, California. And thus, Carmen Sandiego was born.

Carmen was born Isabella Wolfe to father Dexter Wolfe and mother Carlotta Valdez (under the pseudonym Vera Cruz). Dexter Wolfe was one of VILE's top operatives, but began to grow weary of working for the organization. He increasingly began to transfer VILE funds to his private Swiss bank account, hoping to set aside enough money that he and his wife could break off to a new identity. This alerted both the faculty and the international criminal detective agency known as 'ACME' (Agency to Classify and Monitor Evildoers). The week they were to formally escape, Carlotta travelled ahead to establish their new identities while Dexter saw to loose ends and severing ties. Seeing that Dexter was about to go underground, VILE dispatched their assassin Shadowsan to kill Wolfe and destroy any evidence of him or his ties to VILE, and ACME sent a young agent Tamara Fraser to arrest Dexter. Tamara arrived first and killed Dexter thinking he was drawing a firearm on her, calling paramedics and backup to the scene. Shadowsan arrived intending to kill anyone on the scene, but was unable to bring himself to kill a child. Instead, he burnt the house down to destroy the evidence and brought Isabella back to VILE where she would be taken into the care of the faculty and Coach Brunt.
Shadowsan deliberately made Carmen's exam impossible by not having the object (a dollar bill) she was required to pickpocket on his person, believing that her talents and future would be wasted as a mere thief serving under VILE, and sought to expel her from the academy hoping that her life would be better. Ultimately he assisted in her escape by sabotaging the organizations helicopter and pursuit boats, allowing Carmen to get away unopposed. Although he would ULTIMATELY go on to join Carmen's crew, those events have not yet occurred at the point in the story Carmen is drawn from.

Zack's sister, and the team gearhead. Ivy is the more intelligent of the siblings, and is often Zack's voice of reason (although not by much). When Zack and Ivy operate independently, she tends to be the one left in charge. Ivy is the one who builds most of Carmen's mechanical gadgets, and has managed to impersonate Carmen at least once. Although she appears to have a tough exterior, she's the less physical of the pair.

A high school 'White-Hat' hacker from Ontario, Canada who stumbled across Carmen while trying to infiltrate a network of systems belonging to the mysterious VILE Academy. The two developed a fast friendship and have been inseparable ever since. Player inspired Carmen's plan of 'White-Hat' thievery, to steal artifacts before VILE could steal them, and helped her escape from the academy. He was the first person she came to know in the outside world, and the two have a deep mutal bond and respect. Although Player is never directly involved in missions, he is the 'voice in the headset' that guides Carmen and provides her logistics (travel, paperwork, etc) and technical support.
