Velmore Corann,leader of Anibarri, assists many people with work, particular A'Reah who have been enslaved or have little to no training in a profession. He gives them jobs and duties based on heir requests. Often times this starts of as delivering simple messages or standing guard outside the palace, though as they show dedication, reliability, or great deeds, they are promoted to higher ranks and given more prominent positions or duties.
For ease, the ranks and duties are described below:
Civilian
The civilian department of Corann's group is almost completely A'Reahn. Corann noticed that people were often recruiting A'Reah for delivering messages exploring a location, going to collect something for them, taking them somewhere, and other purposes... however in many cases they were not getting paid when the duties were completed, or harm was befalling them, or they were overworked / enslaved, or it was just accused that the A'Reah attacked them. To protect the A'Reah, Corann runs a civilian service where A'Reah can take jobs of their choice and ensure they are paid.
Twenty-five percent of the cost of the service is expected by the patron up front, with the rest due when the job is done. Of the total amount, ninety percent goes to the A'Reah upon completion of the job. The remaining ten percent is kept by the palace to cover costs such as investigations when an A'Reah is accused of not completing the task, or medical costs if one is injured performing the duty. In addition, since it is considered a branch of the government, crimes to an A'Reah performing it's duties by the patron requesting the services carries the same charge as attacking a member of the government, further reducing the chances of someone wishing to bring harm to them.
Civilian RanksPhoenix: These rare members take whatever jobs they wish, go when they wish, and are rarely, if ever, questioned if a complaint is brought up against them. They are often the ones who accompany VIPs when they travel as either an 'honor guard' or other purposes. Those who reach this position are generally trusted friends of Corann, and he will take any harm to them as if someone had attempted to harm himself.

Condor: The senior members of the division. These members get to chose from the top jobs, usually offered by the wealthy of the town. Oftentimes, these wealthy wish to 'travel in style' and wish for an A'Reah to take them somewhere. This service is not cheap, in order to prevent abuse to the A'Reah but many A'Reah who reach this rank do take these jobs and some have even gotten included among the wealthy of the town from the payments from this work, though some are not even aware of how much they are truly worth, as currency is not used in most A'Reahn villages, preferring to barter instead.

Winged Messenger: While technically all of the service have wings, this rank means they have 'proven their wings' and are reliable. They can take jobs from the public at this time, included but not limited to, mail delivery, parcel delivery, retrieval of an item, exploration, and in rare cases transporting people if none of a higher rank are available. All jobs are optional but if an A'Reah takes a job he or she is fully expected to complete it once taken unless it is clear their life is in danger if they continued.

Messenger: These are people who have newly joined the service, and are considered essentially winged mailmen. They will deliver groups of letters from Anibarri to other towns, and return with responses. The pay is very little compared to the other ranks, but it is a stepping stone to higher ranks, and those who prove themselves rarely remain in this rank for long.

Military
While not a full scale military like the capital has, Corann keeps a rather large military for a town of his size, using them to protect traders, break up bandit groups, stop slavers, and more. It is easily the reason why Anibarri is the safest town in the midlands to live in. There are three categories in the military, but they essentially hold the same rank. The first name is for ground troops, the second name is for air troops, and the third is for Palace guards.
Military RanksChampion / Aerial Champion / Royal Guard: The elite of the elite. These are the most trusted of Corann's forces and are given very lofty positions. Most are noticeable by having the best equipment money can by, and the most fierce training. They are usually put into this position during a grand ceremony that is open to the public. These people have Corann's ear at any time, and often choose their own assignments. Royal Guards in particular are the most elite soldiers, typically found guarding the throne room or the bedrooms of the VIPs.

Warrior / Aerial Warrior / Guard: This rank is given to those who have proven themselves time and time again in the line of duty. At this juncture they are given a choice of which direction they wish to go., As each task has it's own risks and rewards. Typically however, warriors are generally sent out on more dangerous missions, usually in small groups or solo. or will be assigned to head the groups that break up slaver camps. Aerial Warriors typically scout out for hostile forces like bandits or slaver camps in the area. Guards are assigned to the gates of the castle or to the residences of VIPs who visit the town.

Soldier / Winged Soldier / Security: Having graduated from their training and shown competency, these members often will be patrolling the town near the palace for criminals or suspicious activity. They also make up the majority of the forces that go to break up slaver camps.

Recruit: These are the newest members to the defense of Anibarri. They are taught basic defense skills if needed. For the most part they are given simplistic jobs such as looking out from a watch tower, or brought along on some missions to learn how function as a group.They usually operate in groups, unless they have specific skills that can be utilized on a mission, and even then such is usually reserved for those of the next rank up.
